From 2020 to 2023, Studio Biped was commissioned by the Office for Film, Newspaper and Article Administration (OFNAA) to produce two animated shorts and run three design competitions as part of their public education programmes on obscenity law for primary and secondary school students.
What made these programmes distinctive was the department’s approach of letting students take the lead. Rather than just receiving dry legal content, students became the voice communicating it to others – coming up with stories and characters, designing posters, leaflets, and messenger stickers through a series of workshops. Our team then turned their ideas into animations and prints.
Anita So led the projects while I handled animation production, teaching and other visual materials. We also organised the adjudication process and hosted an award ceremony at the end of each competition. We worked with a small team of animators, designers, and tutors who travelled from school to school to run the workshops.






The primary school animation (~3 min) follows two Power Rangers entering the digital world to battle and redeem three monsters: Obscenity, Indecency, and Violence. Tungwood worked on the character design and animation; Helena Cheng on compositing; Mandy Ng painted all the backgrounds.






The secondary school animation (~4 min) follows a schoolgirl freeing her best friend from the curse of online addiction, guided by a fairy companion. Wing Chiu worked on the character design and animation; Helen Wong on compositing; Mandy Ng painted all the backgrounds.
